Secretary of State, Hillary Clinton, made what some are calling the strongest statement by an administrative official, that the US will not tolerate any efforts to criminalize homosexuality among countries that receive funding to combat HIV/AIDS.

The Advocate.com reports, Clinton’s statement was issued with regards towards Uganda, where legislation is currently pending that would lead to life imprisonment or even the death penalty for engaging in sex with someone of the same gender. Clinton said, ” We have to stand against any efforts to marginalize and criminalize and penalize members of the LGBT community worldwide.”

The United States recently pledged to supply Uganda with $250 million in development assistance, including health initiatives. Chair of the Council for Global Equality, Mark Bromley, agrees with Clinton, saying, “the United States must make it absolutely clear to Uganda that the passage of the bill, which includes a death penalty provision… would substantially impact our health investments in that country.”

President Museveni
of Uganda, has not yet taken a stance on the pending legislation, but has the power to stop it in its tracks. But it could be tricky. The Advocate.com reports the potential law was written by someone in his own party, which likely means it’s provisions are not too far off the mark when it comes to Museveni’s views.
